Advancing Planning for Operations Workshop, Austin, TX - May, 12 2009

Participating Agencies: Pima Association of Governments, Tucson, AZ

The Federal Highway Administration (FHWA), in collaboration with the Federal Transit Administration (FTA), held a workshop called Advancing Planning for Operations. The workshop focused on integrating Operations and the Congestion Management Process (CMP) into the metropolitan planning process using an objectives-driven, performance-based approach. This was the seventh time this workshop has been offered and it has been very well received. The FHWA and FTA have seen a demonstrated interest among agencies to learn how metropolitan Planners and Operators can utilize the Regional Concept for Transportation Operations (RCTO) in planning for regional operations.

Road Weather Information Systems Peer Event, Kalamazoo, MI - April 2009

Participating Agencies: Wisconsin DOT, Milwaukee, WI; Michigan DOT, Kalamazoo, MI

The Southwest Region of the Michigan Department of Transportation (MDOT) is in the early stages of developing a Road Weather Information Systems (RWIS) Concept of Operations (COO). MDOT requested an expert to guide them through the various system stages: concept of operations, design, and construction. MDOT’s Program Manager identified Michael Adams of Wisconsin Department of Transportation (WDOT) as an expert to attend MDOT’s stakeholder meeting. As a Program Manager for WDOT’s RWIS, Mr. Adams provided guidance in the following areas: System implementation; Day to day maintenance and operations of WDOT’s RWIS; RWIS data gathering and forecasting; Lessons learned regarding institutional and partner challenges.

Chicago Metropolitan Agency for Planning Peer Exchange, Chicago, IL - August 2008

The Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) invited a local Metropolitan Planning Organization (MPO) expert, Zoe Neaderland, from the Delaware Valley Regional Planning Commission (DVRPC), to the Advancing Management and Operations (M&O) and the Congestion Management Process (CMP) in Metropolitan Transportation Planning Workshop. This one-day workshop aims to equip senior planners and operations managers from MPOs, State Departments of Transportation, transit agencies, and local operating agencies to lead transitions toward an objectives-driven, performance-based approach in their regions, in accordance with Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) in advancing planning for operations. Ms. Neaderland provided a local user-perspective on how to incorporate an objectives-driven, performance-based approach into how M & O are considered in the transportation planning process. Ms. Neaderland discussed how DVRPC can incorporate the philosophies contained in M & O and the CMP into creating stronger linkages between operations and the planning process.

Travel Information/511 Program Peer Exchange, State College, PA - December 2007

Participating Agencies: Kansas DOT, Virginia DOT

Two peers presented at the Traveler Information Session of the 2007 Transportation Engineering and Safety Conference (TESC) at Pennsylvania State University. Both speakers are recognized leaders in Advanced Traveler Information Systems. The conference topics consisted of four key tracts—design, operations, safety, and planning—and covered a wide range of transportation subjects, with considerable depth in each session. Concurrent sessions, professional workshops, and a transportation technology exhibition were part of the TESC 2007.

2007 Mid-Atlantic All Hazards Forum, Baltimore, MD - November 2007

Participating Agencies: Houston Metropolitan Transit Authority

The Mid-Atlantic All Hazards Forum (AHF) is a public-private partnership of the Mid-Atlantic States and private corporations. It is sponsored by the All Hazards Consortium (AHC), a new 501c3 organization formed by the Mid-Atlantic States. This grass roots, first-of-its-kind initiative is a new regional model designed to improve regional preparedness in the broad areas of homeland security and emergency management by facilitating dialogue among state government leadership and increasing interaction between all of AHF's stakeholders. Mr. Russell Pfeifle attended the event to glean valuable knowledge about emergency preparedness. The information that Mr. Pfeifle gained from the forum was shared with Houston’s Metropolitan Transit Authority (METRO) Transportation Management staff.

Wisconsin ITS Forum, Milwaukee, WI - November 2007

Participating Agencies: Minnesota DOT

The peers attended the 13th annual Intelligent Transportation Systems (ITS) Forum in Milwaukee, WI. The forum provides a diverse technical program showcasing many projects, lessons learned, and technologies to an audience of regional transportation professionals. Mr. Kranig and Ms. Anderson networked with other transportation professionals and participated in the discussion of current ITS projects, lessons learned, and new technologies.

Association of Metropolitan Planning Organizations presentation on Concept of Transportation, Little Rock, AK - October 2007

Participating Agencies: TriMet Portland

Mr. Makler was invited to speak at the 2007 Association of Metropolitan Planning Organizations (AMPO) Annual Conference. He shared best practices in terms of how MPOs plan for operations and Intelligent Transportation Systems (ITS) and how they help facilitate regional coordination of ITS/operations implementation.

10th Annual Rural Telecom Congress Conference, Madison, WI - October 2007

Participating Agencies: Wisconsin DOT

The conference’s goal was to highlight broadband deployment strategies and applications and how they are improving lives in communities across the country. As the Intelligent Transportation Systems (ITS) Program Manager for the Wisconsin Department of Transportation (WisDOT), Ms. Bremser served as a panel member and discussed transportation infrastructure and telecommunications facilitation. Ms. Bremser shared how WisDOT networked its ITS facilities. Representatives from other states were present. The conference provided Ms. Bremser the opportunity to also enhance her knowledge of infrastructure management and learn how other states are managing and developing statewide communications for strategic traffic operation technologies for the future.

New England Workshop on Using Regional ITS Architecture - September 2007

Participating Agencies: Virginia DOT, Wichita Area MPO

The primary objectives of the workshop were to convey state-of-the-practice and to share experiences and lessons learned from agencies that have used their regional ITS architectures in regional transportation planning or in the deployment of ITS projects. The two speakers provided expert technical assistance during the workshop.

FHWA Regional ITS Architecture Use and Maintenance Workshop - August 2007

Participating Agencies: Anchorage MPO, TriMet

The peer served as a transit peer expert for the FHWA sponsored course and conducted a peer review of systems engineering reviews with the Anchorage MPO dealing with implementation and maintenance of ITS projects.

Connecticut Department of Transportation 511 Peer-to-Peer Visit - July 2007

Participating Agencies: Connecticut DOT, North Carolina DOT, Virginia DOT

The state of Connecticut is in the planning process for the state 511 system. The Connecticut DOT hosted peer event on statewide 511 by hosting two peer experts who have first hand experience within their states on the development and implementation of a statewide 511 system to meet with state and regional representatives. Both North Carolina and Virginia have had an operational 511 system for the past two years. The peers shared experiences with planning, start-up, operations as well as lessons learned.

Georgia ITE Summer Seminar, St. Simons, Georgia - June 2007

Participating Agencies: Houston TranStar; ITE Southern District, Georgia Section

Georgia wanted to examine new approaches for how to fully take advantage of its ITS capacity. TranStar had successfully implemented many advance technologies, most of which had been accomplished through cross-jurisdictional cooperation and coordination. TranStar’s Executive Director helped energize the discussion in Georgia with information on one of the nation’s best practices in TMCs. One of the featured items for the technical program was jurisdictional cooperation and coordination. Houston TranStar served as a great model in that it had conquered many of the jurisdictional cooperation/coordination ITS issues faced by Georgia at the time. The presentation highlighted the lessons learned by the Houston area in the development of it’s ITS program.

ITS Heartland - April 2007

Participating Agencies: South Dakota DOT; ITS Heartland Chapter

The ITS Heartland meeting included a roundtable meeting where engineers from the member states discussed ITS initiatives in their respective states. Member state DOTs included: Nebraska, Missouri, Iowa, Kansas, and Oklahoma. This peer visit also allowed a representative from South Dakota DOT to participate in the exchange. Discussions included: the basis for regional institutional cooperation in regional ATIS, Corridor Management, and Homeland Security.

511 Peer Exchange - March 2007

Participating Agencies: The following state DOTs: Kansas, Utah, Virginia; New Mexico; Arizona; Arkansas; California; Colorado; Connecticut; Illinois; Indiana; Louisiana; Mississippi; New Jersey; New Mexico; New York; Nevada; North Carolina; Ohio; Pennsylvania

The New Mexico DOT and the FHWA New Mexico Division hosted a 511 peer exchange. New Mexico DOT was examining their current traveler information system and considering alternatives to their existing phone and web service. In addition to the 3 peers sponsored by the ITS P2P program, peers from California DOT (Caltrans) and North Carolina DOT participated. Each peer discussed the current state of the practice within their state and discussed lessons learned.

IDAS Pilot Course Evaluation - October 2006

Participating Agencies: Puget Sound Regional Council, WA; National Highway Institute

At the time of the peer-to-peer exchange, the National Highway Institute (NHI) was conducting a pilot of its revamped Intelligent Transportation Systems (ITS) Deployment Analysis System (IDAS) course. ITS IDAS software was developed by the Federal Highway Administration (FHWA) and can be used in planning for ITS deployments. State, regional, and local planners can use IDAS to estimate the benefits and costs of ITS investments – which are either alternatives to or enhancements of traditional highway and transit infrastructure. The NHI course underwent updates in order to better match its content with the updates that had been incorporated into the revised IDAS software. An expert peer from Puget Sound Regional Council helped evaluate the content of the course before it debuted publicly.

ITSA 2006 Annual Meeting and Exposition, Philadelphia, PA - May 2006

Participating Agencies: St. Tammany Parish Communications District; City of New Orleans Emergency Management Services

Representatives from St. Tammany Parish Communications District and the City of New Orleans Emergency Management Services presented at the Intelligent Transportation Society of America’s (ITSA) 2006 Annual Meeting and Exposition. Both peers’ presentations focused on New Orleans’ role in emergency management services. The presentations identified current and planned strategies to adequately address the needs of transportation and public safety.

Incident Management and Regional Concept of Transportation Operations, Hampton, VA - May 2006

Participating Agencies: Arizona DOT; Maricopa Association of Governments (Phoenix, AZ); Hampton Roads Planning District Commission (Hampton, VA)

At the time of the peer-to-peer event, the Hampton Roads Planning District Commission (HRPDC) was in the process of developing a Regional Concept of Transportation Operations (RCTO). The HRPDC requested that two peers from Phoenix, Arizona visit Virginia to discuss Incident Management in Arizona. The meeting between the peers and the planning staff of HRPDC benefited the agency, by providing an opportunity for HRPDC’s Intelligent Transportation Systems (ITS) and Incident Management stakeholders to learn from Phoenix’s experiences in Incident Management and in developing a RCTO.

Annual Meeting for ITS America’s Heartland Chapter, Des Moines, IA - March 2006

Participating Agencies: Ohio DOT; ITS Heartland (Missouri, Iowa, Kansas, Nebraska and Oklahoma DOTs)

One objective of the Intelligent Transportation Systems (ITS) Heartland Chapter of ITS America is to facilitate information-sharing for ITS projects and activities. The chapter also showcases ITS applications in five Heartland states: Missouri, Iowa, Kansas, Nebraska and Oklahoma. At the time of the peer-to-peer event, all five state departments of transportation (DOTs), major universities in each state, and the Federal Highway Administration (FHWA) had been involved in the development of the Heartland Chapter. Potential benefits of membership in the ITS Heartland Chapter include information exchange, educational opportunities, project coordination, creation of public-private partnerships, access to future customers, and research-sharing. The Chapter holds annual meetings to allow members to discuss ITS issues, share ideas, learn about activities in other states, and have vendors showcase new products. A representative from the Ohio DOT participated in a panel session with five other state DOT engineers.

Using Regional ITS Architecture, Orlando, FL - March 2006

Participating Agencies: New York State DOT; New York Metropolitan Transportation Council; California DOT

The three peers presented at the Intelligent Transportation Society of America’s workshop called “Using Regional ITS Architectures.” This workshop helped attendees learn how to better utilize the Regional (and Statewide) ITS Architectures that were developed several years prior to the peer-to-peer event. Another primary objective of the workshop was to have participants share experiences and lessons learned from agencies that had used their regional ITS architectures in regional transportation planning or in the deployment of ITS projects. The workshop also presented U.S Department of Transportation views regarding conformity with the Architecture and Standards rule/ policy, and provided information about updated guidance under development by the DOT.

Incident Management Team Coordination Meeting, Roseville, MN - January 2006

Participating Agencies: Wisconsin DOT; Minnesota DOT

The Minnesota Department of Transportation (Mn/DOT) hosted the Incident Management Team Coordination Meetings with first responders. These meetings serve as a model of emergency service collaboration and coordination. The Wisconsin Department of Transportation’s (WDOT) Traffic Incident Management Enhancement (TIME) program addresses similar emergency service issues within the state of Wisconsin. Mn/DOT requested that WDOT’s TIME program manager give a presentation on the program, and discuss specific experiences and lessons learned in work zone incident management during the ongoing Marquette Interchange Reconstruction project. The hope was that the two states’ departments of transportation would have the opportunity to share their experiences, which would further strengthen the developing partnership.
