Road Weather Information Systems Peer Event, Kalamazoo, MI - April 2009

The Southwest Region of the Michigan Department of Transportation (MDOT) is in the early stages of developing a Road Weather Information Systems (RWIS) Concept of Operations (COO). MDOT requested an expert to guide them through the various system stages: concept of operations, design, and construction. MDOT’s Program Manager identified Michael Adams of Wisconsin Department of Transportation (WDOT) as an expert to attend MDOT’s stakeholder meeting. As a Program Manager for WDOT’s RWIS, Mr. Adams provided guidance in the following areas: System implementation; Day to day maintenance and operations of WDOT’s RWIS; RWIS data gathering and forecasting; Lessons learned regarding institutional and partner challenges.

Regional Concept of Transportation Operations, Detroit, MI - March 2008

The Michigan Department of Transportation (MDOT) and State Police are currently pursuing legislation for Quick Clearance and Hold Harmless Legislation. The presentation by John Corbin of the Wisconsin Department of Transportation highlighted the successes of other states/metropolitan areas that have used this technology. Mr. Corbin listed the benefits and lessons learned that were derived from these efforts. The presentation helped further MDOT’s probability of implementation. MDOT is looking for opportunities for their Freeway Courtesy Patrol to assist with removing vehicles from the travel lanes once they’ve been involved in minor accidents. The Hold Harmless Legislation will assist in that effort.

Wisconsin ITS Forum, Milwaukee, WI - November 2007

The peers attended the 13th annual Intelligent Transportation Systems (ITS) Forum in Milwaukee, WI. The forum provides a diverse technical program showcasing many projects, lessons learned, and technologies to an audience of regional transportation professionals. Mr. Kranig and Ms. Anderson networked with other transportation professionals and participated in the discussion of current ITS projects, lessons learned, and new technologies.

10th Annual Rural Telecom Congress Conference, Madison, WI - October 2007

The conference’s goal was to highlight broadband deployment strategies and applications and how they are improving lives in communities across the country. As the Intelligent Transportation Systems (ITS) Program Manager for the Wisconsin Department of Transportation (WisDOT), Ms. Bremser served as a panel member and discussed transportation infrastructure and telecommunications facilitation. Ms. Bremser shared how WisDOT networked its ITS facilities. Representatives from other states were present. The conference provided Ms. Bremser the opportunity to also enhance her knowledge of infrastructure management and learn how other states are managing and developing statewide communications for strategic traffic operation technologies for the future.

Wisconsin DOT 2007 Statewide TIM Conference, Appleton, WI - October 2007

The 2007 Statewide Traffic Incident Management (TIM) Conference helps Wisconsin expand its transportation public safety partnerships and allows agencies to collectively develop and discuss strategies for further enhancing TIM activities in the state. The three transportation/public safety professionals participated in the conference where they identified best practices for various TIM topics and activities. The peers have been involved in the development of a National Unified Goal (NUG) for TIM. They discussed how the NUG is incorporated into statewide TIM goals in WI.

Georgia Traffic Incident Management Enhancement Conference - September 2007

The focus of the 2007 Conference was the development of interdisciplinary Traffic Incident Management (TIM) Teams. Both speakers were nationally recognized experts, with specific expertise, in the integration of ITS technologies and strategies related to Coordinated Incident Management. Speakers addressed issues supporting the integration of ITS deployment methods for improving non-recurring congestion mitigation methods, including quick clearance, responder safety, and reduction of secondary incident potential.

TOC Scanning Tour, Phoenix, AZ, San Diego, CA, San Francisco, CA and Las Vegas, NV - October 2006

This national Traffic Management Centers (TMC) scanning tour sought to provide Wisconsin DOT staff with first hand observation and review of different TMC designs and functionalities across the country. In addition to reviewing the functionality of the different TMC facilities and operational procedures, this tour allowed participants to dialogue with their counterparts regarding various aspects of the design and construction of a TMC.

2006 ITS Planning Forum - October 2006

Three speakers from Ohio, Missouri, and Kentucky presented at the 2006 ITS Planning Forum as part of the Smartways (Wisconsin Chapter of ITS America) conference. The ITS Forum is an annual event that assembles ITS experts from around the country, as well as local experts. The theme of the 2006 forum was "How Can ITS Help Me?" The emphasis was on both urban and local ITS practices. The speakers gave presentations on CVO/freight, ITS and Homeland Security, and co-located centers and communications (i.e. interagency agreements, funding and staffing).

Wisconsin Statewide Traffic Incident Management Conference, Wisconsin Rapids, WI - July 2006

The purpose of the Wisconsin Statewide Traffic Incident Management Conference was to exchange information on the benefits of using ITS (Intelligent Transportation Systems) as an effective tool for responding to and managing traffic incidents. The conference provided a platform for the peer to share his experience and knowledge of traffic incident management. As a result, the appropriate staff members of the Wisconsin Department of Transportation were able to glean useful information on the necessary ITS tools for managing traffic incidents.

Gary-Chicago-Milwaukee Traffic Incident Management Enhancement Work Group, Milwaukee, WI - June 2006

A Florida Highway Patrol representative provided a user perspective on photogrammetry equipment to the members of the Gary-Chicago-Milwaukee Traffic Incident Management Enhancement (GCM TIME) Work Group. More specifically, he presented the benefits, weaknesses, and operational issues of photogrammetry equipment. His presentation helped the GCM TIME Work Group members gain a better understanding of the technology and determine whether their agencies should use it to speed up crash investigations and clear crash sites faster.

Incident Management Team Coordination Meeting, Roseville, MN - January 2006

The Minnesota Department of Transportation (Mn/DOT) hosted the Incident Management Team Coordination Meetings with first responders. These meetings serve as a model of emergency service collaboration and coordination. The Wisconsin Department of Transportation’s (WDOT) Traffic Incident Management Enhancement (TIME) program addresses similar emergency service issues within the state of Wisconsin. Mn/DOT requested that WDOT’s TIME program manager give a presentation on the program, and discuss specific experiences and lessons learned in work zone incident management during the ongoing Marquette Interchange Reconstruction project. The hope was that the two states’ departments of transportation would have the opportunity to share their experiences, which would further strengthen the developing partnership.

2005 Transportation Engineering and Safety 11th Annual Conference, State College, PA - December 2005

The 2005 Transportation Engineering and Safety 11th Annual Conference (TESC) sponsored by the Mid-Atlantic Universities Transportation Center was held in early December 2005. One of the main topics at the conference was Vehicle Infrastructure Integration (VII). The states of Michigan and Wisconsin are at the forefront of VII initiatives. The participants of this peer event were part of a panel that included auto industry representatives and American Association of State Highway and Transportation officials. Both participants had unique perspectives on the development of VII technology and its significance to state departments of transportation. They brought their perspectives to the TESC, which was well attended by traffic and Intelligent Transportation Systems engineers, Pennsylvania Department of Transportation’s senior management, policy makers and elected officials.

Vehicle Infrastructure Integration (VII) Meeting, San Diego, CA - December 2005

The main topic at the meeting was VII and its integration with signal systems. The states of Michigan and Wisconsin are in the forefront of VII initiatives. The participant has a unique perspective on the development of the technology and its significance to a state department of transportation. The expert brought this perspective to the meeting, which was attended by California’s traffic and Intelligent Transportation Systems (ITS) engineers, and policy makers.
